Key takeaways

  • California does not license behavior analysts: its autism mandate recognizes a qualified autism service provider by national certification such as the BACB's, or by a listed California health license.
  • Staff with client contact in a licensed community care facility need a Live Scan fingerprint clearance from the Department of Justice (state and FBI) before they start.
  • Direct care staff in regional-center-funded community care facilities complete two 35-hour DDS-approved training segments, or pass the competency test, within their first two years.
  • Focused Behavioral verifies the BACB credential, the Live Scan clearance, and the DSP training status before a California candidate reaches your shortlist, with one client per region and no conversion fee on temp-to-hire.

Where we staff in California

Focused Behavioral recruits and places across California's major markets — Los Angeles, San Diego, San Jose, San Francisco, Fresno, Sacramento, Long Beach, Oakland, Bakersfield, Anaheim, Riverside, and Stockton — and the suburban and rural programs around them. That covers the Southern California ABA market, the Bay Area and Sacramento, and the Central Valley, where regional-center-funded residential programs and in-home ABA often compete for the same technicians.

The roles are the same statewide: RBTs and behavior technicians for clinic, in-home, and school-based ABA; BCBAs and BCaBAs for assessment, planning, and supervision; DSPs and residential staff for group homes and IDD/DD programs; and allied health roles. Tell us the city, the setting, and the shifts, and we build the pipeline there.

The California staffing reality

California runs the largest ABA market in the country without a behavior-analyst license, which means the BACB credential does the heavy lifting: the state's insurance mandate defines who may deliver autism treatment by national certification or a California health license, and the paraprofessional who runs sessions is defined as unlicensed and supervised. For an employer, that puts the burden on verification — is the BCBA's certification current, is the technician actually under a qualified provider's supervision, and does the file prove it.

On the IDD side, California layers the community care licensing system on top: anyone with client contact in a licensed facility needs a Department of Justice fingerprint clearance before they are present, and direct care staff in regional-center-funded homes carry a 70-hour training obligation over their first two years. Add the distances — a provider with homes in Fresno, Sacramento, and the Inland Empire is really running three labor markets — and the practical problem is the same one we see everywhere: not a shortage of résumés, but a shortage of cleared, trained, ready-to-start people in the right city.

One California client per region — your pipeline is yours

Most staffing agencies present the same candidates to every provider in a metro area, which means you are bidding against your neighbor for the same RBT or DSP. We do the opposite. Focused Behavioral works with one client per region, so if we build your pipeline in your part of California, we will not supply the provider across town. The candidates we develop for your programs go to your programs.

California's clearances and credentials, handled before you see a name

The longest stretch in most behavioral health hires is not finding the person — it is the paperwork. Our credentialing system tracks each candidate's licenses, clearances, TB tests, and vaccination records, flags expirations before they lapse, and keeps every file audit-ready. In practice, that automation cuts hiring time roughly in half. In California, the state's own background-check, registry, and licensure steps described below are verified before a candidate reaches your shortlist.

Temp-to-hire with no conversion fee

Every placement can begin as an evaluation. A professional works in your California program on our payroll; you watch how they handle real shifts, real clients, and real documentation. If they fit, they convert to your payroll — and the conversion fee is zero dollars. If they do not, you have lost nothing. It starts with a free 30-minute discovery call.

What California requires before a start

The BACB layer applies everywhere, California included. An RBT is at least 18, passes a background and abuse-registry check, completes the 40-hour training and competency assessment, passes the RBT exam, and is then supervised for at least 5% of service hours each month BACB, RBT 2026 requirements. A BCBA holds a master's degree or higher, completes behavior-analytic coursework or an accredited program and 2,000 hours of supervised fieldwork (or 1,500 concentrated hours), passes the BCBA exam, and recertifies every two years BACB, BCBA Handbook. Here is what California adds on top.

No behavior-analyst license — national certification instead. California's autism insurance mandate, Health and Safety Code §1374.73, defines who may provide covered behavioral health treatment by reference to the Business and Professions Code Cal. Health & Safety Code §1374.73. Under §4999.200, a "qualified autism service provider" is either certified by a national entity — the statute names the Behavior Analyst Certification Board — with a certification accredited by the National Commission for Certifying Agencies, or holds a listed California health license Cal. Bus. & Prof. Code §4999.200. The state does not issue its own behavior-analyst license, so a BCBA's BACB certification is the credential to verify.

Technicians are defined, not licensed. A "qualified autism service paraprofessional" is an unlicensed and uncertified individual who is supervised by a qualified autism service provider or professional, meets the training qualifications in Title 17 of the California Code of Regulations §54342, and is employed by the provider's entity Cal. Bus. & Prof. Code §4999.202. In practice that means every California technician needs a documented supervisor — an RBT credential is the cleanest evidence of training, but the supervision chain is what the statute requires.

Live Scan before presence in a licensed facility. Health and Safety Code §1522 requires a criminal record clearance or exemption from the Department of Social Services before a person is initially present in a community care facility; it applies to staff and volunteers with client contact, and fingerprints go to the Department of Justice for searches of state records and of the Federal Bureau of Investigation Cal. Health & Safety Code §1522. CDSS's Caregiver Background Check Bureau confirms the mechanics — fingerprints are submitted through Live Scan, and a criminal record clearance must be received — and runs a Child Abuse Central Index check for those in children's facilities CDSS Caregiver Background Check Bureau.

DSP training: two 35-hour segments. Welfare and Institutions Code §4695.2 requires every direct care staff person in a licensed community care facility that receives regional center funding to satisfactorily complete two 35-hour competency-based training courses approved by the Department of Developmental Services, or pass a DDS competency test for each segment — the first within one year of hire and the second within two years — and bars staff who do not comply from continuing to provide direct care Cal. Welf. & Inst. Code §4695.2. DDS administers the Direct Support Professional Training program and the Challenge Test alternative California DDS, DSP Training.

FAQ

Common questions.

Where in California do you staff?

Statewide — the major markets named above and the suburban and rural programs around them. Tell us the city and the setting on the discovery call and we build the pipeline there.

Does California license behavior analysts?

No. California's autism mandate defines a qualified autism service provider as someone certified by a national entity such as the Behavior Analyst Certification Board, or holding a listed California health license (Business and Professions Code §4999.200). We verify the BACB certification as active for every BCBA and RBT we present.

What background check do California group home and community care staff need?

A criminal record clearance from the Department of Social Services before they are first present in a licensed community care facility. Fingerprints are submitted through Live Scan to the Department of Justice for state and FBI searches (Health and Safety Code §1522), and staff in children's facilities are also checked against the Child Abuse Central Index. We confirm the clearance before a candidate reaches your shortlist.

Do California DSPs need special training?

Yes, in regional-center-funded community care facilities. Welfare and Institutions Code §4695.2 requires direct care staff to complete two 35-hour DDS-approved training segments — the first within a year of hire, the second within two years — or pass the DDS competency test for each. We document where each candidate stands so you know what training the start date carries.

Will you staff a competing provider in my part of California?

No. One client per region applies in California as everywhere: if we build your pipeline in your territory, a competing ABA, IDD, or residential provider there is not our client. The candidates we develop for you are presented to you, not shopped around the market.

What does temp-to-hire cost in California?

The agreed hourly bill rate during the evaluation, and no conversion fee when you bring the professional onto your own payroll. The model is identical in every state we serve.
