Key takeaways

  • Florida does not issue a behavior-analyst license; Florida Medicaid's behavior analysis policy recognizes BCBAs credentialed by the BACB as lead analysts and RBTs credentialed by the BACB under BCBA or BCaBA supervision.
  • Direct service providers and employees of licensed residential facilities serving APD clients need Level 2 screening: electronic fingerprints to FDLE, an FBI national check, local records, and a sexual offender registry search.
  • APD providers complete Direct Care Core Competencies once, Zero Tolerance every three years, and HIPAA training annually; unlicensed staff who give medications complete a 6-hour course with nurse validation.
  • Focused Behavioral verifies the BACB credential, Level 2 screening, and APD training before a Florida candidate reaches your shortlist, with one client per region and no conversion fee on temp-to-hire.

Where we staff in Florida

Focused Behavioral recruits and places across Florida's major markets — Jacksonville, Miami, Tampa, Orlando, St. Petersburg, Port St. Lucie, Cape Coral, Hialeah, Tallahassee, Fort Lauderdale, Pembroke Pines, and Gainesville — and the suburban and rural programs around them. That covers South Florida's dense ABA market, the Tampa Bay and Orlando metros, Jacksonville, and the Gulf Coast and North Florida programs where APD waiver providers recruit against hospitals and schools for the same direct-care workforce.

The roles are the same statewide: RBTs and behavior technicians for clinic, in-home, and school-based ABA; BCBAs and BCaBAs for assessment, planning, and supervision; DSPs and residential staff for group homes and IDD/DD programs; and allied health roles. Tell us the city, the setting, and the shifts, and we build the pipeline there.

The Florida staffing reality

Florida is a national-certification state for ABA: there is no behavior-analyst license, the statute lets the Agency for Persons with Disabilities recognize national credentials, and Florida Medicaid's behavior analysis policy spells out who may bill — BCBAs credentialed by the BACB as lead analysts, RBTs credentialed by the BACB under supervision. The credential is the gate, so the verification has to be exact.

What Florida adds is screening. Level 2 background screening under Chapter 435 — fingerprints to FDLE, an FBI national check, local records, and a sexual offender registry search — applies to direct service providers and to every employee of a licensed residential facility serving APD clients. Then APD's training requirements sit on top: Direct Care Core Competencies, Zero Tolerance, HIPAA, and a nurse-validated medication course for unlicensed staff who administer medications. A provider with homes from Pensacola to Homestead is running that gauntlet for every hire, in a labor market where hospitals and schools are recruiting the same people.

One Florida client per region — your pipeline is yours

Most staffing agencies present the same candidates to every provider in a metro area, which means you are bidding against your neighbor for the same RBT or DSP. We do the opposite. Focused Behavioral works with one client per region, so if we build your pipeline in your part of Florida, we will not supply the provider across town. The candidates we develop for your programs go to your programs.

Florida's clearances and credentials, handled before you see a name

The longest stretch in most behavioral health hires is not finding the person — it is the paperwork. Our credentialing system tracks each candidate's licenses, clearances, TB tests, and vaccination records, flags expirations before they lapse, and keeps every file audit-ready. In practice, that automation cuts hiring time roughly in half. In Florida, the state's own background-check, registry, and licensure steps described below are verified before a candidate reaches your shortlist.

Temp-to-hire with no conversion fee

Every placement can begin as an evaluation. A professional works in your Florida program on our payroll; you watch how they handle real shifts, real clients, and real documentation. If they fit, they convert to your payroll — and the conversion fee is zero dollars. If they do not, you have lost nothing. It starts with a free 30-minute discovery call.

What Florida requires before a start

The BACB layer applies everywhere, Florida included. An RBT is at least 18, passes a background and abuse-registry check, completes the 40-hour training and competency assessment, passes the RBT exam, and is then supervised for at least 5% of service hours each month BACB, RBT 2026 requirements. A BCBA holds a master's degree or higher, completes behavior-analytic coursework or an accredited program and 2,000 hours of supervised fieldwork (or 1,500 concentrated hours), passes the BCBA exam, and recertifies every two years BACB, BCBA Handbook. Here is what Florida adds on top.

No behavior-analyst license — the BACB credential is the gate. Florida Statutes §393.17 provides that the Agency for Persons with Disabilities may establish a certification process for behavior analysts and must recognize certification by a nonprofit that adheres to national credentialing standards Fla. Stat. §393.17. Florida Medicaid's Behavior Analysis Services Coverage Policy limits lead analysts to Board Certified Behavior Analysts credentialed by the Behavior Analyst Certification Board, legacy Florida Certified Behavior Analysts, or Chapter 490/491 licensees, and recognizes registered behavior technicians credentialed by the BACB working under the supervision of a BCBA or BCaBA Florida Medicaid, Behavior Analysis Services Coverage Policy.

Level 2 background screening. Section 393.0655 requires the Agency to require Level 2 employment screening under Chapter 435 for direct service providers who are not relatives of the client, for support coordinators, and for all employees of licensed residential facilities and adult day training programs, including local criminal records checks Fla. Stat. §393.0655. Level 2 screening means electronic fingerprints submitted to the Department of Law Enforcement for a state check and to the FBI for a national check, local records, and a search of the sexual offender and predator registry, with enumerated disqualifying offenses Fla. Stat. §435.04.

APD's required training. APD lists the trainings every waiver provider must complete, delivered through TRAIN Florida APD, required training: Direct Care Core Competencies once, Zero Tolerance every three years, and APD HIPAA training annually APD Provider Advisory 2022-030.

Medication administration by unlicensed staff. Section 393.506 requires an unlicensed direct service provider who administers medications to complete a course of not less than 6 hours in medication administration, be validated by a registered nurse, licensed practical nurse, or physician initially and annually, and complete a 2-hour annual in-service Fla. Stat. §393.506.

FAQ

Common questions.

Where in Florida do you staff?

Statewide — the major markets named above and the suburban and rural programs around them. Tell us the city and the setting on the discovery call and we build the pipeline there.

Does Florida license behavior analysts?

No. Florida Statutes §393.17 lets the Agency for Persons with Disabilities recognize national certification, and Florida Medicaid's behavior analysis policy names BCBAs credentialed by the BACB as lead analysts and RBTs credentialed by the BACB under BCBA or BCaBA supervision. We verify the BACB certification as active for every analyst and technician we present.

What is Level 2 screening and who needs it?

Level 2 screening under Chapter 435 means electronic fingerprints to the Florida Department of Law Enforcement, an FBI national check, local criminal records, and a sexual offender registry search. Section 393.0655 requires it for direct service providers, support coordinators, and all employees of licensed residential facilities and adult day training programs serving APD clients. We confirm the screening before a candidate reaches your shortlist.

What training do Florida APD providers require of direct care staff?

APD requires Direct Care Core Competencies once, Zero Tolerance every three years, and HIPAA training annually, all delivered through TRAIN Florida. Unlicensed staff who administer medications also complete a 6-hour medication administration course with nurse validation under Florida Statutes §393.506. We document each candidate's training status so you know what the start date carries.

Will you staff a competing provider in my part of Florida?

No. One client per region applies in Florida as everywhere: if we build your pipeline in your territory, a competing ABA, APD waiver, or residential provider there is not our client.

What does temp-to-hire cost in Florida?

The agreed hourly bill rate during the evaluation, and no conversion fee when you bring the professional onto your own payroll. The model is identical in every state we serve.
