Key takeaways

  • Colorado enacted behavior analyst licensure in 2026 (HB 26-1425, Title 12 Article 247): licensed behavior analysts and assistants will hold a current certification from a certifying entity and clear a fingerprint-based CBI and FBI check, with the practice prohibition taking effect July 1, 2028.
  • Behavior technicians are defined as practicing under a licensed analyst's supervision per the certifying entity's requirements, and are exempt from licensure.
  • Employers serving at-risk adults — including HCBS agencies and ICFs/IID — request a CAPS check before hiring direct-care staff; HCBS provider agencies also run criminal background and OIG exclusion checks before hire and every five years.
  • HCBS provider agencies train staff before unsupervised contact with members, and unlicensed staff who assist with medications pass a QMAP competency evaluation from a CDPHE-approved training entity.

Where we staff in Colorado

Focused Behavioral recruits and places across Colorado's major markets — Denver, Colorado Springs, Aurora, Fort Collins, Lakewood, Thornton, Arvada, Westminster, Pueblo, Greeley, Centennial, and Boulder — and the suburban and rural programs around them. That covers the Front Range from Fort Collins to Pueblo, where most Colorado ABA clinics and HCBS provider agencies operate, plus the mountain and Western Slope programs that recruit hardest for credentialed staff.

The roles are the same statewide: RBTs and behavior technicians for clinic, in-home, and school-based ABA; BCBAs and BCaBAs for assessment, planning, and supervision; DSPs and residential staff for group homes and IDD/DD programs; and allied health roles. Tell us the city, the setting, and the shifts, and we build the pipeline there.

The Colorado staffing reality

Colorado is a state in transition. For years it had no behavior-analyst license, so the BACB credential was the whole standard; in 2026 the General Assembly enacted HB 26-1425, creating the Colorado Behavior Analyst Licensing Board in the Department of Regulatory Agencies. Licensed behavior analysts and assistants will hold a current certification from a certifying entity and clear a fingerprint-based CBI and FBI check, and the practice prohibition takes effect July 1, 2028. Providers hiring now are hiring the clinicians who will need that license then.

Direct care runs through the Department of Health Care Policy and Financing's HCBS provider agency rules and the Adult Protective Services system. Any employer providing direct care to at-risk adults — HCBS agencies, ICFs/IID, community mental health centers, residential treatment agencies — requests a CAPS check for substantiated mistreatment before hire, and staffing agencies must run it and share results. HCBS provider agencies add criminal background and federal exclusion checks before hire and every five years, orientation before unsupervised contact, and QMAP certification for unlicensed staff who assist with medications. Along the Front Range and out to the Western Slope, that file is what sets a start date.

One Colorado client per region — your pipeline is yours

Most staffing agencies present the same candidates to every provider in a metro area, which means you are bidding against your neighbor for the same RBT or DSP. We do the opposite. Focused Behavioral works with one client per region, so if we build your pipeline in your part of Colorado, we will not supply the provider across town. The candidates we develop for your programs go to your programs.

Colorado's clearances and credentials, handled before you see a name

The longest stretch in most behavioral health hires is not finding the person — it is the paperwork. Our credentialing system tracks each candidate's licenses, clearances, TB tests, and vaccination records, flags expirations before they lapse, and keeps every file audit-ready. In practice, that automation cuts hiring time roughly in half. In Colorado, the state's own background-check, registry, and licensure steps described below are verified before a candidate reaches your shortlist.

Temp-to-hire with no conversion fee

Every placement can begin as an evaluation. A professional works in your Colorado program on our payroll; you watch how they handle real shifts, real clients, and real documentation. If they fit, they convert to your payroll — and the conversion fee is zero dollars. If they do not, you have lost nothing. It starts with a free 30-minute discovery call.

What Colorado requires before a start

The BACB layer applies everywhere, Colorado included. An RBT is at least 18, passes a background and abuse-registry check, completes the 40-hour training and competency assessment, passes the RBT exam, and is then supervised for at least 5% of service hours each month BACB, RBT 2026 requirements. A BCBA holds a master's degree or higher, completes behavior-analytic coursework or an accredited program and 2,000 hours of supervised fieldwork (or 1,500 concentrated hours), passes the BCBA exam, and recertifies every two years BACB, BCBA Handbook. Here is what Colorado adds on top.

Behavior analyst licensure arrives in 2028 — HB 26-1425, Title 12 Article 247. Colorado had no behavior-analyst license until the General Assembly passed HB 26-1425 in 2026 Colorado General Assembly, HB 26-1425. The act creates the Colorado Behavior Analyst Licensing Board in the Department of Regulatory Agencies; applicants for the licensed behavior analyst and licensed assistant behavior analyst credentials must hold a current, valid certification in good standing with a certifying entity and complete a fingerprint-based criminal history record check through the Colorado Bureau of Investigation and the FBI; and the practice prohibition and related sections take effect July 1, 2028 HB 26-1425, rerevised text. Until then, the BACB credential is the standard to verify — and the one the new license will be built on.

Technicians are defined and exempt. The act defines a behavior technician as a person who practices under the supervision of a licensed behavior analyst or licensed assistant behavior analyst in accordance with the requirements of a certifying entity, exempts them from licensure, and requires a nonprofessional title such as "ABA technician" or "tutor" unless the person holds a valid credential such as the RBT HB 26-1425, §§12-247-103, -106, -115.

CAPS and HCBS background checks. Under C.R.S. 26-3.1-111, listed employers — including HCBS service agencies, intermediate care facilities, community mental health centers, and residential treatment agencies — must request a Colorado Adult Protective Services Data System check for substantiated mistreatment before hiring anyone who will provide direct care to at-risk adults; staffing agencies must run the check and share the results Colorado CDHS, CAPS check. For HCBS provider agencies, 10 CCR 2505-10 §8.7409 also requires criminal background checks, OIG exclusion-list screening, and the CAPS check before hire, and background checks shall be completed every five years for each employee and contractor who provides direct care to members 10 CCR 2505-10 §8.7409.

Training and QMAP. HCBS provider agencies must provide orientation and training prior to employees or contractors having unsupervised contact with members, covering person-centered practices and dignity of risk, health and safety for the diagnoses served, individual-specific medical and behavioral protocols, and agency policies; unlicensed staff who assist with medications shall have passed a "Qualified Medication Administration Person" or QMAP competency evaluation offered by an approved training entity and appear on the state QMAP list 10 CCR 2505-10 §8.7409. CDPHE administers QMAP training approval and lists program-approved service agencies as an authorized setting CDPHE, QMAP.

FAQ

Common questions.

Where in Colorado do you staff?

Statewide — the major markets named above and the suburban and rural programs around them. Tell us the city and the setting on the discovery call and we build the pipeline there.

Does a BCBA need a Colorado license?

Not yet. Colorado enacted behavior analyst licensure in 2026 through HB 26-1425, which creates the Colorado Behavior Analyst Licensing Board; the practice prohibition takes effect July 1, 2028. Licensed analysts will hold a current certification from a certifying entity and clear a CBI and FBI fingerprint check. We verify the BACB certification as active today and track the licensing timeline for every analyst we place.

Do Colorado RBTs need a state license?

No. HB 26-1425 defines a behavior technician as practicing under the supervision of a licensed behavior analyst or assistant per the certifying entity's requirements and exempts them from licensure. We verify the RBT's BACB certification and document the supervising analyst.

What is a CAPS check and who needs one?

A check of the Colorado Adult Protective Services Data System for substantiated mistreatment of at-risk adults. Under C.R.S. 26-3.1-111, employers including HCBS service agencies, ICFs/IID, community mental health centers, and residential treatment agencies must request it before hiring anyone who will provide direct care to at-risk adults, and staffing agencies must run it and share the results. We complete it before a candidate reaches your shortlist.

What training do Colorado HCBS direct-care staff need?

Orientation and training before any unsupervised contact with members — person-centered practices, health and safety for the diagnoses served, individual-specific medical and behavioral protocols, and agency policies — plus a QMAP competency evaluation from a CDPHE-approved training entity for unlicensed staff who assist with medications. We document each candidate's training and QMAP status so you know what the start date carries.

What does temp-to-hire cost in Colorado?

The agreed hourly bill rate during the evaluation, and no conversion fee when you bring the professional onto your own payroll. One client per region applies here as everywhere: if we build your pipeline in your territory, a competing provider there is not our client.
