Where we staff in Missouri
Focused Behavioral recruits and places across Missouri's major markets — Kansas City, St. Louis, Springfield, Columbia, Independence, Lee's Summit, O'Fallon, St. Joseph, St. Charles, Joplin, Jefferson City, and Cape Girardeau — and the suburban and rural programs around them. That covers the Kansas City and St. Louis metros, where most Missouri ABA clinics operate, plus Springfield, Columbia, Jefferson City, and the southeast and southwest programs that recruit hardest for direct-care staff.
The roles are the same statewide: RBTs and behavior technicians for clinic, in-home, and school-based ABA; BCBAs and BCaBAs for assessment, planning, and supervision; DSPs and residential staff for group homes and IDD/DD programs; and allied health roles. Tell us the city, the setting, and the shifts, and we build the pipeline there.
The Missouri staffing reality
Missouri licenses behavior analysts, and the license sits on top of the BACB credential rather than replacing it. A licensed behavior analyst is certified by the certifying entity and licensed through the Behavior Analyst Advisory Board under the State Committee of Psychologists; the application adds two fingerprint sets for a Highway Patrol and FBI search and a statement of suicide-prevention training, and every renewal requires proof of active certification. The technician who runs sessions appears in Missouri law as the line therapist of the autism insurance statute, implementing the behavior plan under the direct supervision of a licensed behavior analyst.
Direct care runs through the Department of Mental Health, and Missouri layers its checks. A mental health worker in a DD facility or group home registers with the Family Care Safety Registry within 15 days of starting work, which pulls Highway Patrol criminal records, abuse and neglect findings, the state's employee disqualification lists, and sex offender registrations. DMH-certified and -funded agencies also start their own registry inquiries and Highway Patrol check within two working days of hire, and DD waiver providers document annual rights and abuse-and-neglect training, in-person first aid and CPR, and DD Medication Aide certification for anyone who passes medications. From Kansas City to St. Louis and down to Springfield, that file is what sets a start date.
One Missouri client per region — your pipeline is yours
Most staffing agencies present the same candidates to every provider in a metro area, which means you are bidding against your neighbor for the same RBT or DSP. We do the opposite. Focused Behavioral works with one client per region, so if we build your pipeline in your part of Missouri, we will not supply the provider across town. The candidates we develop for your programs go to your programs.
Missouri's clearances and credentials, handled before you see a name
The longest stretch in most behavioral health hires is not finding the person — it is the paperwork. Our credentialing system tracks each candidate's licenses, clearances, TB tests, and vaccination records, flags expirations before they lapse, and keeps every file audit-ready. In practice, that automation cuts hiring time roughly in half. In Missouri, the state's own background-check, registry, and licensure steps described below are verified before a candidate reaches your shortlist.
Temp-to-hire with no conversion fee
Every placement can begin as an evaluation. A professional works in your Missouri program on our payroll; you watch how they handle real shifts, real clients, and real documentation. If they fit, they convert to your payroll — and the conversion fee is zero dollars. If they do not, you have lost nothing. It starts with a free 30-minute discovery call.
What Missouri requires before a start
The BACB layer applies everywhere, Missouri included. An RBT is at least 18, passes a background and abuse-registry check, completes the 40-hour training and competency assessment, passes the RBT exam, and is then supervised for at least 5% of service hours each month BACB, RBT 2026 requirements. A BCBA holds a master's degree or higher, completes behavior-analytic coursework or an accredited program and 2,000 hours of supervised fieldwork (or 1,500 concentrated hours), passes the BCBA exam, and recertifies every two years BACB, BCBA Handbook. Here is what Missouri adds on top.
A state license — RSMo 337.300 to 337.345. Missouri licenses behavior analysts and assistant behavior analysts through the Behavior Analyst Advisory Board within the State Committee of Psychologists, and defines both licenses by reference to certification from the Behavior Analyst Certification Board or an equivalent approved certifying entity RSMo 337.300 RSMo 337.305. A licensed behavior analyst applicant submits a statement of two hours of suicide assessment, referral, treatment, and management training, provides two sets of fingerprints — one searched by the Missouri State Highway Patrol and one forwarded to the FBI — and shows evidence of active status as a board-certified behavior analyst; an assistant applicant shows active BCaBA status and documentation of direct supervision by a licensed behavior analyst RSMo 337.315. Renewal requires proof of active certification with the certifying entity and the same two-hour suicide training statement RSMo 337.320.
Who may practice, and where technicians fit. RSMo 337.315 limits the practice of applied behavior analysis to licensed behavior analysts, licensed assistants working under a licensed behavior analyst's supervision, people completing licensure coursework and supervised field experience under a licensed behavior analyst, licensed psychologists within their competence, and provisional and temporary licensees; services under IDEA or Section 504 are exempt RSMo 337.315. Missouri's autism insurance statute defines a line therapist as an individual who implements the behavioral interventions in the behavior plan under the direct supervision of a licensed behavior analyst, and requires covered reimbursement to include line-therapist services that are in the treatment plan RSMo 376.1224.
The Family Care Safety Registry. Under the Family Care Safety Act, a mental health provider is a developmental disability facility or group home, and a mental health worker is anyone it employs to provide personal care services and supports RSMo 210.900. The registry draws on the Highway Patrol criminal record check system, abuse and neglect findings, the employee disqualification list, the Department of Mental Health's employee disqualification registry, and sex offender registrations RSMo 210.903, and every mental health worker hired on or after January 1, 2009 completes a registration form within fifteen days of beginning employment RSMo 210.906.
DMH disqualification and agency checks. RSMo 630.170 disqualifies people on the DMH disqualification registry or the employee disqualification list from any position in a facility or program operated, licensed, certified, or funded by the department, bars people with listed felony convictions from direct-care positions, and requires every applicant to consent to a criminal record review and disclose criminal history RSMo 630.170. Under 9 CSR 10-5.190, agencies certified or funded by DMH, or licensed only by DMH, inquire with the employee disqualification list and the DMH disqualification registry and run a Missouri State Highway Patrol criminal background check, initiated within two working days of hire for staff who will have contact with individuals served 9 CSR 10-5.190.
DD waiver training. Under 9 CSR 45-5.010, which certifies Medicaid HCBS waiver providers serving people with intellectual and developmental disabilities, individuals are supported by staff trained annually on individual rights and annually in identifying, preventing, detecting, and reporting abuse and neglect; staff maintain current first aid and CPR certification that includes hands-on practice and an in-person skills assessment, with online-only certification not accepted; and staff who assist in the system of medication administration are certified as a DD Medication Aide or are a licensed nurse or pharmacist 9 CSR 45-5.010.

Common questions.
Where in Missouri do you staff?
Statewide — the major markets named above and the suburban and rural programs around them. Tell us the city and the setting on the discovery call and we build the pipeline there.
Does a BCBA need a Missouri license?
Yes. Missouri licenses behavior analysts and assistant behavior analysts through the Behavior Analyst Advisory Board within the State Committee of Psychologists under RSMo 337.300 to 337.345. Applicants show active BACB certification, submit fingerprints for a Highway Patrol and FBI search, and attest to two hours of suicide-prevention training. We verify the Missouri license as active, not just the BACB certification.
How do Missouri RBTs fit under the law?
The licensure act limits ABA practice to listed licensees and supervised trainees, and Missouri's autism insurance statute (RSMo 376.1224) defines a line therapist who implements the behavior plan under the direct supervision of a licensed behavior analyst. We verify each technician's BACB certification and document the supervising licensed behavior analyst.
What background checks do Missouri DSPs and group home staff need?
Mental health workers in DD facilities and group homes register with the Family Care Safety Registry within 15 days of starting work (RSMo 210.906). DMH-certified or -funded agencies also check the employee disqualification list, the DMH disqualification registry, and the Highway Patrol criminal record within two working days of hire (9 CSR 10-5.190), and RSMo 630.170 disqualifies listed people from those positions. We complete those checks before a candidate reaches your shortlist.
What training do Missouri DD waiver staff need?
Under 9 CSR 45-5.010, DD waiver providers train staff annually on individual rights and on identifying, preventing, detecting, and reporting abuse and neglect; staff keep current first aid and CPR with an in-person skills assessment; and staff who assist with medication administration are certified DD Medication Aides or licensed nurses or pharmacists. We document each candidate's training status so you know what the start date carries.
What does temp-to-hire cost in Missouri?
The agreed hourly bill rate during the evaluation, and no conversion fee when you bring the professional onto your own payroll. One client per region applies here as everywhere: if we build your pipeline in your territory, a competing provider there is not our client.
