Key takeaways
- Oklahoma licenses behavior analysts and certifies assistant behavior analysts under 59 O.S. §1928; from November 1, 2026, Senate Bill 1557 moves that licensure from the Department of Human Services to the State Board of Examiners of Psychologists and adds a national criminal history record check for applicants.
- No one may practice applied behavior analysis without a license or certification, and supervisees — including technicians — may provide ABA only under the supervision of a licensed behavior analyst.
- Before an offer, DDS-funded community services providers run a criminal history records search and check the DHS community services worker registry, and may not hire anyone listed with a maltreatment finding by an administrative law judge.
- Focused Behavioral verifies the Oklahoma license, the registry and criminal history checks, and DDS training status before an Oklahoma candidate reaches your shortlist, with one client per region and no conversion fee on temp-to-hire.

Where we staff in Oklahoma
Focused Behavioral recruits and places across Oklahoma's major markets — Oklahoma City, Tulsa, Norman, Broken Arrow, Edmond, Lawton, Moore, Midwest City, Enid, Stillwater, Owasso, and Muskogee — and the suburban and rural programs around them. That covers the Oklahoma City and Tulsa metros, where most Oklahoma ABA clinics and DDS waiver agencies operate, plus Norman, Lawton, Enid, Stillwater, and the rural programs that recruit hardest for direct-care staff.
The roles are the same statewide: RBTs and behavior technicians for clinic, in-home, and school-based ABA; BCBAs and BCaBAs for assessment, planning, and supervision; DSPs and residential staff for group homes and IDD/DD programs; and allied health roles. Tell us the city, the setting, and the shifts, and we build the pipeline there.
The Oklahoma staffing reality
Oklahoma licenses behavior analysts, and the regulator is changing hands. Since 2009 the Developmental Disabilities Services Division of the Department of Human Services has licensed BCBAs and certified BCaBAs under 59 O.S. §1928; Senate Bill 1557 moves that job to the State Board of Examiners of Psychologists effective November 1, 2026, and adds a national criminal history record check for every applicant. The standard itself stays anchored to the BACB: at least 21, BACB-certified, the qualifying degree, renewal by April 30 of each odd-numbered year, and active national certification throughout. Technicians work as supervisees, and the statute allows them to provide ABA only under a licensed behavior analyst's supervision.
On the IDD side, Oklahoma's rules attach to the community services provider — any program that contracts with, or is licensed or funded by, DHS for residential or vocational services, or that contracts with the Health Care Authority for waiver services. Before making an offer, the provider runs a criminal history records search and checks the DHS community services worker registry; a worker listed with an administrative law judge's maltreatment finding cannot be hired. Group home staff then complete the DDS-sanctioned training curriculum. From Oklahoma City to Tulsa and out to Lawton and Enid, that file is what sets a start date.
One Oklahoma client per region — your pipeline is yours
Most staffing agencies present the same candidates to every provider in a metro area, which means you are bidding against your neighbor for the same RBT or DSP. We do the opposite. Focused Behavioral works with one client per region, so if we build your pipeline in your part of Oklahoma, we will not supply the provider across town. The candidates we develop for your programs go to your programs.
Oklahoma's clearances and credentials, handled before you see a name
The longest stretch in most behavioral health hires is not finding the person — it is the paperwork. Our credentialing system tracks each candidate's licenses, clearances, TB tests, and vaccination records, flags expirations before they lapse, and keeps every file audit-ready. In practice, that automation cuts hiring time roughly in half. In Oklahoma, the state's own background-check, registry, and licensure steps described below are verified before a candidate reaches your shortlist.
Temp-to-hire with no conversion fee
Every placement can begin as an evaluation. A professional works in your Oklahoma program on our payroll; you watch how they handle real shifts, real clients, and real documentation. If they fit, they convert to your payroll — and the conversion fee is zero dollars. If they do not, you have lost nothing. It starts with a free 30-minute discovery call.
What Oklahoma requires before a start
The BACB layer applies everywhere, Oklahoma included. An RBT is at least 18, passes a background and abuse-registry check, completes the 40-hour training and competency assessment, passes the RBT exam, and is then supervised for at least 5% of service hours each month BACB, RBT 2026 requirements. A BCBA holds a master's degree or higher, completes behavior-analytic coursework or an accredited program and 2,000 hours of supervised fieldwork (or 1,500 concentrated hours), passes the BCBA exam, and recertifies every two years BACB, BCBA Handbook. Here is what Oklahoma adds on top.
A state license — 59 O.S. §1928, now under the Psychologists Board. Senate Bill 1557 amends 59 O.S. §1928 to transfer the licensure of behavior analysts and certification of assistant behavior analysts from the Developmental Disabilities Services Division of the Department of Human Services to the State Board of Examiners of Psychologists, effective November 1, 2026 Okla. SB 1557 (enrolled); the Board confirms that it assumed responsibility for regulating BCBAs and BCaBAs practicing in Oklahoma on that date Okla. State Board of Examiners of Psychologists. As amended, an applicant must be of good moral character, at least 21, BACB-certified as a BCBA or BCaBA, free of unresolved discipline, and hold the qualifying degree; the Board requires each applicant to submit to a national criminal history record check; renewal is due on or before April 30 of each odd-numbered year; and licensees maintain active BACB certification 59 O.S. §1928.
Technicians practice as supervisees. The statute defines a supervisee as a person who acts under the extended authority of a licensed behavior analyst to provide applied behavior analysis services, states that no person shall practice applied behavior analysis without a license or certification, and allows supervisees to provide ABA only under the supervision of a licensed behavior analyst; school district employees providing services solely under IDEA are exempt 59 O.S. §1928. The BACB's RBT credential is the evidence of training to verify.
Criminal history and the community services worker registry. A community services provider is a program that contracts with, or is licensed or funded by, the Department of Human Services to provide residential or vocational services to people with intellectual or developmental disabilities, or that contracts with the Oklahoma Health Care Authority to provide HCBS waiver services 56 O.S. §1025.1. Before making an offer to a community services worker applicant, the provider must arrange a criminal history records search and check the DHS community services worker registry, and may not hire an applicant listed with an administrative law judge's finding; the search includes an Oklahoma State Courts Network search, the Restricted Registry under the Oklahoma Child Care Facilities Licensing Act, the Department of Corrections sex offender files, and an out-of-state sex offender registry search when the person has lived outside Oklahoma within the last five years 56 O.S. §1025.2. The registry records final investigative findings of maltreatment 56 O.S. §1025.3.
DDS training. Under the Health Care Authority's DD rules, group home staff must complete the OKDHS DDS-sanctioned training curriculum under OAC 340:100-3-38 and fulfill pre-employment screening under OAC 340:100-3-39 OAC 317:40-5-152; Daily Living Supports include staff training under OAC 340:100-3-38 to meet the member's specific needs OAC 317:40-5-150; and waiver employment job coaches hold a high school diploma or GED plus certification through the Division's approved training course OAC 317:40-7-20.

Common questions.
Where in Oklahoma do you staff?
Statewide — the major markets named above and the suburban and rural programs around them. Tell us the city and the setting on the discovery call and we build the pipeline there.
Does a BCBA need an Oklahoma license?
Yes. Oklahoma licenses behavior analysts and certifies assistant behavior analysts under 59 O.S. §1928, and from November 1, 2026 the State Board of Examiners of Psychologists administers that licensure in place of the Department of Human Services. Applicants must be at least 21, BACB-certified, hold the qualifying degree, and submit to a national criminal history record check; licenses renew by April 30 of each odd-numbered year. We verify the Oklahoma license as active, not just the BACB certification.
Do Oklahoma RBTs need a state license?
No. Under 59 O.S. §1928 a technician practices as a supervisee — someone acting under the extended authority of a licensed behavior analyst — and may provide ABA only under that analyst's supervision. We verify the RBT's BACB certification and document the supervising licensed behavior analyst.
What background checks do Oklahoma DSPs and group home staff need?
Before making an offer, a DDS-funded community services provider must run a criminal history records search — including an Oklahoma State Courts Network search, the child care Restricted Registry, and sex offender registry searches — and check the DHS community services worker registry; it may not hire anyone listed with an administrative law judge's maltreatment finding (56 O.S. §1025.2). We complete those checks before a candidate reaches your shortlist.
What training do Oklahoma DDS group home staff need?
Group home staff complete the OKDHS DDS-sanctioned training curriculum under OAC 340:100-3-38 and the pre-employment screening under OAC 340:100-3-39 (OAC 317:40-5-152), and waiver employment job coaches carry certification through the Division's approved training course. We document each candidate's training status so you know what the start date carries.
What does temp-to-hire cost in Oklahoma?
The agreed hourly bill rate during the evaluation, and no conversion fee when you bring the professional onto your own payroll. One client per region applies here as everywhere: if we build your pipeline in your territory, a competing provider there is not our client.
