Key takeaways

  • The Arkansas Psychology Board registers behavior analysts under 17 CAR § 95-407: an application, a completed criminal background check, and BCBA, BCBA-D, or QABA qualified behavior analyst certification; the registration runs two years, and only a registrant may hold out as a "registered behavior analyst."
  • Arkansas Medicaid's ABA manual requires an RBT to hold BACB certification in good standing, allows a trainee to be treated provisionally as an RBT for up to six months, and requires the supervising BCBA to observe at least 5% of each technician's treatment hours and one hour every 30 days.
  • Individual Medicaid ABA providers must pass the background checks required by Ark. Code Ann. § 20-48-812(c)(1)–(4); for home and community based service providers, DPSQA reviews Arkansas State Police checks, adds an FBI fingerprint check for applicants who have lived outside Arkansas in the prior five years, and an applicant cannot start working until the state check clears.
  • CES Waiver supportive living staff who develop, oversee, or implement Behavioral Prevention and Intervention Plans must be trained in verbal de-escalation, trauma-informed care, and verbal intervention, and Complex Care Homes may never fall below a four-to-one client-to-staff ratio.

Where we staff in Arkansas

Focused Behavioral recruits and places across Arkansas's major markets — Little Rock, Fayetteville, Fort Smith, Springdale, Jonesboro, Rogers, Conway, North Little Rock, Bentonville, Pine Bluff, Benton, and Hot Springs — and the suburban and rural programs around them. That covers Central Arkansas from Little Rock and North Little Rock out to Conway and Benton, the Northwest Arkansas corridor from Fayetteville through Springdale, Rogers, and Bentonville, the River Valley around Fort Smith, and the Jonesboro, Pine Bluff, and Hot Springs programs.

The roles are the same statewide: RBTs and behavior technicians for clinic, in-home, and school-based ABA; BCBAs and BCaBAs for assessment, planning, and supervision; DSPs and residential staff for group homes and IDD/DD programs; and allied health roles. Tell us the city, the setting, and the shifts, and we build the pipeline there.

The Arkansas staffing reality

Arkansas now puts behavior analysts on the state's books. The Arkansas Psychology Board registers behavior analysts on proof of a criminal background check and BCBA, BCBA-D, or QABA qualified behavior analyst certification, renews the registration every two years on proof the certification is current, and reserves the title "registered behavior analyst" for registrants. The Board's rules create no technician registration; the technician standard comes from Arkansas Medicaid, whose ABA manual requires BACB RBT certification in good standing, gives a trainee up to six months of provisional status, and caps each supervising BCBA at twelve BCaBAs and RBTs.

For adults and children with intellectual and developmental disabilities, Community and Employment Support Waiver services are delivered by providers certified by DPSQA or the Division of Developmental Disabilities Services and credentialed with the PASSEs. DPSQA reviews the Arkansas State Police background checks for home and community based service providers, adds an FBI fingerprint check for anyone who has lived outside the state in the last five years, and an applicant cannot start working until the state check clears. From Little Rock to Northwest Arkansas, that file is what sets a start date.

One Arkansas client per region — your pipeline is yours

Most staffing agencies present the same candidates to every provider in a metro area, which means you are bidding against your neighbor for the same RBT or DSP. We do the opposite. Focused Behavioral works with one client per region, so if we build your pipeline in your part of Arkansas, we will not supply the provider across town. The candidates we develop for your programs go to your programs.

Arkansas's clearances and credentials, handled before you see a name

The longest stretch in most behavioral health hires is not finding the person — it is the paperwork. Our credentialing system tracks each candidate's licenses, clearances, TB tests, and vaccination records, flags expirations before they lapse, and keeps every file audit-ready. In practice, that automation cuts hiring time roughly in half. In Arkansas, the state's own background-check, registry, and licensure steps described below are verified before a candidate reaches your shortlist.

Temp-to-hire with no conversion fee

Every placement can begin as an evaluation. A professional works in your Arkansas program on our payroll; you watch how they handle real shifts, real clients, and real documentation. If they fit, they convert to your payroll — and the conversion fee is zero dollars. If they do not, you have lost nothing. It starts with a free 30-minute discovery call.

What Arkansas requires before a start

The BACB layer applies everywhere, Arkansas included. An RBT is at least 18, passes a background and abuse-registry check, completes the 40-hour training and competency assessment, passes the RBT exam, and is then supervised for at least 5% of service hours each month BACB, RBT 2026 requirements. A BCBA holds a master's degree or higher, completes behavior-analytic coursework or an accredited program and 2,000 hours of supervised fieldwork (or 1,500 concentrated hours), passes the BCBA exam, and recertifies every two years BACB, BCBA Handbook. Here is what Arkansas adds on top.

Registration with the Arkansas Psychology Board — 17 CAR § 95-407. An applicant for registration as a registered behavior analyst submits an application, a fee of no more than $200, evidence of a successfully completed criminal background check, and evidence of certification as a board-certified behavior analyst or board-certified behavior analyst-doctoral by the Behavior Analyst Certification Board, or as a qualified behavior analyst by the Qualified Applied Behavior Analysis Credentialing Board. The rule requires no additional training or continuing education with any state or national association; the registration is granted for two years and renews on verification of current certification. Unless registered, a person may not hold out as a registered behavior analyst or use the term to imply registration, with fines of $500 to $1,000 for a violation. A behavior analyst licensed in good standing in a comparable jurisdiction may receive a reciprocal registration, and one practicing in Arkansas on a short-term basis may apply for a temporary registration 17 CAR §§ 95-407, 95-608, 95-902, 95-904.

Technicians are set by Arkansas Medicaid. Under the Arkansas Medicaid ABA therapy manual, each individual provider enrolls with Arkansas Medicaid, passes the background checks and searches required by Ark. Code Ann. § 20-48-812(c)(1)–(4), and meets the manual's credentialing requirements. A BCBA, BCaBA, or RBT must hold the corresponding Behavior Analyst Certification Board certification in good standing; an individual completing the training and testing for RBT certification may be treated provisionally as an RBT for up to six months, after which they may not provide ABA therapy until certified. Each BCaBA or RBT is supervised by a Medicaid-enrolled BCBA who observes in person at least 5% of the technician's treatment hours and one hour of treatment every 30 days, stays on call during every session, approves data and progress notes before a claim is filed, and supervises no more than 12 BCaBAs and RBTs at a time or a caseload requiring no more than 25 billable supervision hours a week Arkansas Medicaid ABA Therapy manual, Section II.

DPSQA background checks. DHS's Division of Provider Services and Quality Assurance determines employment eligibility for long-term care facilities, home and community based service providers, and Human Development Centers. Providers submit criminal background checks online through the Arkansas State Police; a national FBI fingerprint check is run only when the applicant has not lived in Arkansas for the preceding five years. The online criminal check does not include the Child Maltreatment Registry check or the Adult Maltreatment Registry check, which are requested separately. The applicant cannot start working until the Arkansas State Police check has cleared, and an "Approved" determination means the applicant is eligible to work without direct supervision Arkansas DPSQA, electronic background checks. Act 674 of 2025 amended Ark. Code Ann. § 20-38-101 et seq. to let providers have state or federal checks determined by third parties, and providers must still keep a copy of each determination on file DPSQA background check FAQs.

CES Waiver providers and behavior support training. Home and community based services for people with intellectual disabilities are delivered by providers certified by DPSQA or the Division of Developmental Disabilities Services — including as a Community and Employment Support Waiver provider — who are enrolled in Medicaid and credentialed with the PASSEs. Supportive living staff who develop, oversee, and implement a member's Behavioral Prevention and Intervention Plan must receive training in verbal de-escalation, trauma-informed care, and verbal intervention, and the plan itself must be developed by staff meeting the CES Waiver qualifications for a Positive Behavior Support Specialist. Complex Care Homes serve no more than eight unrelated people and may never operate below a four-to-one client-to-staff ratio Arkansas Medicaid HCBS manual, Section II.

FAQ

Common questions.

Where in Arkansas do you staff?

Statewide — the major markets named above and the suburban and rural programs around them. Tell us the city and the setting on the discovery call and we build the pipeline there.

Does a BCBA need to register in Arkansas?

To work under the title, yes. Under 17 CAR § 95-407, the Arkansas Psychology Board registers behavior analysts on proof of a criminal background check and BCBA, BCBA-D, or QABA qualified behavior analyst certification; the registration runs two years, and only a registrant may hold out as a "registered behavior analyst." Arkansas Medicaid separately requires BACB certification in good standing. We verify both the registration and the certification.

Do Arkansas RBTs need a state license?

No. The Psychology Board's rules register behavior analysts, not technicians. Arkansas Medicaid requires an RBT to hold BACB certification in good standing, allows a trainee to work provisionally for up to six months while completing training and testing, and requires a Medicaid-enrolled BCBA to observe at least 5% of the technician's treatment hours. We verify the RBT credential and document the supervising BCBA.

What background checks do Arkansas DSPs and group home staff need?

For home and community based service providers, DPSQA reviews the Arkansas State Police criminal background check, adds an FBI fingerprint check when the applicant has lived outside Arkansas in the prior five years, and the applicant cannot start working until the state check clears; Child and Adult Maltreatment Registry checks are requested separately. Medicaid ABA providers also pass the checks required by Ark. Code Ann. § 20-48-812(c). We complete those checks before a candidate reaches your shortlist.

What training do Arkansas CES Waiver staff need?

Under the Arkansas Medicaid HCBS manual, supportive living staff who develop, oversee, or implement a member's Behavioral Prevention and Intervention Plan must be trained in verbal de-escalation, trauma-informed care, and verbal intervention, and plans are written by staff qualified as a Positive Behavior Support Specialist. We document each candidate's training so you know what the start date carries.

What does temp-to-hire cost in Arkansas?

The agreed hourly bill rate during the evaluation, and no conversion fee when you bring the professional onto your own payroll. One client per region applies here as everywhere: if we build your pipeline in your territory, a competing provider there is not our client.
