Key takeaways

  • South Dakota licenses behavior analysts through the Board of Social Work Examiners under SDCL chapter 36-38: a master's or doctoral degree, current BCBA certification, and no felony or moral-turpitude misdemeanor conviction in the past five years; practicing without a license is a Class 2 misdemeanor.
  • Assistant behavior analysts and technicians work under a behavior analyst's extended authority and direction rather than a license, and must pass a fingerprint-based criminal background check by the Division of Criminal Investigation.
  • South Dakota Medicaid pays for technician services delivered by a BACB-certified BCaBA or RBT supervised by a licensed, enrolled behavior analyst, billed under that analyst.
  • Community support providers screen direct-service staff for criminal background, OIG exclusion, and drug use, and train new staff before any duties, within 30 days, and within six months — including First Aid and CPR.

Where we staff in South Dakota

Focused Behavioral recruits and places across South Dakota's major markets — Sioux Falls, Rapid City, Aberdeen, Brookings, Watertown, Mitchell, Yankton, Pierre, Huron, and Spearfish — and the suburban and rural programs around them. That covers the Sioux Falls metro and the I-29 corridor through Brookings and Watertown, the Black Hills around Rapid City and Spearfish, and the programs around Aberdeen, Mitchell, Yankton, Huron, and Pierre.

The roles are the same statewide: RBTs and behavior technicians for clinic, in-home, and school-based ABA; BCBAs and BCaBAs for assessment, planning, and supervision; DSPs and residential staff for group homes and IDD/DD programs; and allied health roles. Tell us the city, the setting, and the shifts, and we build the pipeline there.

The South Dakota staffing reality

South Dakota licenses behavior analysts through the Board of Social Work Examiners, and no one may practice applied behavior analysis without that license or an exemption. The license requires a master's or doctoral degree and current BCBA certification, renews annually, and lapses into suspension if it is not renewed by July 1. Assistant behavior analysts and technicians are not licensed, but they are screened: each one submits to a fingerprint-based criminal background check through the Division of Criminal Investigation, and a recent felony or moral-turpitude misdemeanor bars them from delivering services.

For people with intellectual and developmental disabilities, community support providers certified by the Division of Developmental Disabilities follow ARSD article 46:11. Each provider keeps a written screening policy covering criminal background checks, OIG felony-conviction checks, and drug screening, and trains every new employee in stages — before any duties, within 30 days, and within six months. From Sioux Falls to Rapid City and the towns between, that file is what sets a start date.

One South Dakota client per region — your pipeline is yours

Most staffing agencies present the same candidates to every provider in a metro area, which means you are bidding against your neighbor for the same RBT or DSP. We do the opposite. Focused Behavioral works with one client per region, so if we build your pipeline in your part of South Dakota, we will not supply the provider across town. The candidates we develop for your programs go to your programs.

South Dakota's clearances and credentials, handled before you see a name

The longest stretch in most behavioral health hires is not finding the person — it is the paperwork. Our credentialing system tracks each candidate's licenses, clearances, TB tests, and vaccination records, flags expirations before they lapse, and keeps every file audit-ready. In practice, that automation cuts hiring time roughly in half. In South Dakota, the state's own background-check, registry, and licensure steps described below are verified before a candidate reaches your shortlist.

Temp-to-hire with no conversion fee

Every placement can begin as an evaluation. A professional works in your South Dakota program on our payroll; you watch how they handle real shifts, real clients, and real documentation. If they fit, they convert to your payroll — and the conversion fee is zero dollars. If they do not, you have lost nothing. It starts with a free 30-minute discovery call.

What South Dakota requires before a start

The BACB layer applies everywhere, South Dakota included. An RBT is at least 18, passes a background and abuse-registry check, completes the 40-hour training and competency assessment, passes the RBT exam, and is then supervised for at least 5% of service hours each month BACB, RBT 2026 requirements. A BCBA holds a master's degree or higher, completes behavior-analytic coursework or an accredited program and 2,000 hours of supervised fieldwork (or 1,500 concentrated hours), passes the BCBA exam, and recertifies every two years BACB, BCBA Handbook. Here is what South Dakota adds on top.

A state license — SDCL chapter 36-38. The Board of Social Work Examiners licenses behavior analysts, and no person may represent himself or herself as a behavior analyst, or practice or attempt to practice applied behavior analysis, unless licensed under the chapter or exempt from it; practicing as a behavior analyst without a license is a Class 2 misdemeanor. To qualify, an applicant must have a master's or doctoral degree, hold current certification as a board certified behavior analyst from the Behavior Analyst Certification Board, not have been convicted of a felony or a misdemeanor involving moral turpitude during the past five years, and verify that no disciplinary proceeding or pending complaint is open before another licensing board SDCL 36-38-1, 36-38-6, 36-38-7, 36-38-19. A license must be renewed annually, and failure to renew by July 1 each year constitutes a suspension ARSD 20:85:01:05. A person employed by a school board performing the duties of a school position is exempt, but may not represent himself or herself as a behavior analyst without the license SDCL 36-38-5(10).

Assistants and technicians — DCI fingerprints. An assistant behavior analyst or paraprofessional who delivers applied behavior analysis services under the extended authority and direction of a behavior analyst, supervised in accordance with BACB requirements, is exempt from licensure but must use a title such as assistant behavior analyst, ABA technician, behavior technician, tutor, or line therapist. Each one must submit to a criminal background investigation by means of fingerprint checks by the Division of Criminal Investigation, with the supervising behavior analyst responsible for the fees, and no assistant or paraprofessional convicted of a felony or a misdemeanor involving moral turpitude during the past five years may deliver applied behavior analysis services under a behavior analyst's direction SDCL 36-38-5(6), 36-38-25, 36-38-26.

Medicaid technician rules. South Dakota Medicaid pays for ABA billed by licensed and enrolled physicians, psychologists, and behavior analysts. Technician services may be provided by a BCaBA or a Registered Behavior Technician certificated by the BACB when supervised by a licensed and enrolled behavior analyst; BCaBAs and RBTs cannot enroll on their own, and their services are billed under the supervising behavior analyst using the technician-specific codes 97152 through 97154 SD Medicaid ABA billing manual.

DD provider employment screening — ARSD 46:11:04:15.02. Each community support provider must have a policy addressing criminal background checks, felony convictions, and drug screenings for new and current employees who provide direct service to participants, including a description of the background-check system, felony conviction checks using the Office of Inspector General, and drug screening under SDCL 27B-1-19. A copy of the policy goes to each employee, and screening results are kept in the employee's file ARSD 46:11:04:15.02.

DD staff orientation and training — ARSD 46:11:04:15.01. Before a new employee — including temporary employees and volunteers — performs any duties, orientation covers the provider and its policies, fire, accident, and emergency procedures, and identifying, documenting, and reporting abuse, neglect, and exploitation. Within 30 days, training covers the employee's specific duties and participants' rights; within six months, it covers positive behavior support ethics and plans, the individualized service plan, First Aid, CPR, approved safety intervention techniques, and disability awareness, with completion and competency documented in the personnel record. Providers of direct services also give employees at least 20 hours of medication administration training under the supervision of a licensed registered nurse ARSD 46:11:04:15.01, 46:11:07:07.

FAQ

Common questions.

Where in South Dakota do you staff?

Statewide — the major markets named above and the suburban and rural programs around them. Tell us the city and the setting on the discovery call and we build the pipeline there.

Does a BCBA need a South Dakota license?

Yes. Under SDCL 36-38-6, no one may practice applied behavior analysis without a license from the Board of Social Work Examiners or an exemption, and practicing without one is a Class 2 misdemeanor. The license requires a master's or doctoral degree, current BCBA certification, and no felony or moral-turpitude misdemeanor conviction in the past five years, and it renews every year by July 1. We verify the South Dakota license as active, not just the BACB certification.

Do South Dakota RBTs need a state license?

No. Under SDCL 36-38-5(6), technicians and assistant behavior analysts working under a behavior analyst's extended authority and direction are exempt from licensure, but SDCL 36-38-25 requires a fingerprint-based criminal background check by the Division of Criminal Investigation. South Dakota Medicaid covers technician services by a BACB-certified RBT or BCaBA supervised by a licensed, enrolled behavior analyst. We verify the credential, the fingerprint check, and the supervisor.

What background checks do South Dakota DSPs and group home staff need?

ARSD 46:11:04:15.02 requires every community support provider to have a policy covering criminal background checks, felony conviction checks through the Office of Inspector General, and drug screening for new and current direct-service employees, with results kept in each employee's file. We complete those screenings before a candidate reaches your shortlist.

What training do South Dakota DD direct-care staff need?

Under ARSD 46:11:04:15.01, orientation on provider policies, emergencies, and abuse and neglect reporting comes before any duties; duties and participant rights within 30 days; and positive behavior supports, the service plan, First Aid, CPR, and safety intervention techniques within six months. Staff also receive at least 20 hours of medication administration training under a registered nurse. We document each candidate's training status so you know what the start date carries.

What does temp-to-hire cost in South Dakota?

The agreed hourly bill rate during the evaluation, and no conversion fee when you bring the professional onto your own payroll. One client per region applies here as everywhere: if we build your pipeline in your territory, a competing provider there is not our client.
