Where we staff in Maine

Focused Behavioral recruits and places across Maine's major markets — Portland, Lewiston, Bangor, South Portland, Auburn, Biddeford, Sanford, Saco, Westbrook, Augusta, Scarborough, and Brunswick — and the suburban and rural programs around them. That covers Greater Portland from South Portland and Westbrook to Scarborough, York County around Biddeford, Saco, and Sanford, the Lewiston–Auburn area, the capital region around Augusta, Brunswick on the Midcoast, and Bangor and the programs north of it.

The roles are the same statewide: RBTs and behavior technicians for clinic, in-home, and school-based ABA; BCBAs and BCaBAs for assessment, planning, and supervision; DSPs and residential staff for group homes and IDD/DD programs; and allied health roles. Tell us the city, the setting, and the shifts, and we build the pipeline there.

The Maine staffing reality

Maine's ABA rules run through two documents: the insurance mandate, which covers applied behavior analysis only when a nationally board-certified behavior analyst provides or supervises it, and MaineCare Section 28, Adaptive Behavior Services for Children, effective April 29, 2026. Under Section 28, an ABA direct care worker either holds the BACB's RBT certification at hire or earns the state's Behavioral Health Professional certification within six months, works under a BCBA or a licensed psychologist with behavior-analytic training, and receives at least four hours of supervision a month at 20 or more direct hours a week.

Services for adults with intellectual disabilities or autism run through MaineCare Section 21, and its DSP standard is specific: at least 18, a high school diploma or GED, current CPR and First Aid, four College of Direct Support modules before working alone, and the full DSP curriculum within six months. Background checks repeat every two years, and the state's Registry of Certified Nursing Assistants and Direct Care Workers flags anyone with a disqualifying offense. From Portland and Lewiston to Augusta and Bangor, that file is what sets a start date.

One Maine client per region — your pipeline is yours

Most staffing agencies present the same candidates to every provider in a metro area, which means you are bidding against your neighbor for the same RBT or DSP. We do the opposite. Focused Behavioral works with one client per region, so if we build your pipeline in your part of Maine, we will not supply the provider across town. The candidates we develop for your programs go to your programs.

Maine's clearances and credentials, handled before you see a name

The longest stretch in most behavioral health hires is not finding the person — it is the paperwork. Our credentialing system tracks each candidate's licenses, clearances, TB tests, and vaccination records, flags expirations before they lapse, and keeps every file audit-ready. In practice, that automation cuts hiring time roughly in half. In Maine, the state's own background-check, registry, and licensure steps described below are verified before a candidate reaches your shortlist.

Temp-to-hire with no conversion fee

Every placement can begin as an evaluation. A professional works in your Maine program on our payroll; you watch how they handle real shifts, real clients, and real documentation. If they fit, they convert to your payroll — and the conversion fee is zero dollars. If they do not, you have lost nothing. It starts with a free 30-minute discovery call.

What Maine requires before a start

The BACB layer applies everywhere, Maine included. An RBT is at least 18, passes a background and abuse-registry check, completes the 40-hour training and competency assessment, passes the RBT exam, and is then supervised for at least 5% of service hours each month BACB, RBT 2026 requirements. A BCBA holds a master's degree or higher, completes behavior-analytic coursework or an accredited program and 2,000 hours of supervised fieldwork (or 1,500 concentrated hours), passes the BCBA exam, and recertifies every two years BACB, BCBA Handbook. Here is what Maine adds on top.

National board certification is the coverage standard — 24-A M.R.S. §2847-T. Maine's group health insurance mandate requires coverage of autism spectrum disorders for covered individuals 10 years of age or under, and treatment includes habilitative or rehabilitative services such as applied behavior analysis. To be eligible for coverage, applied behavior analysis must be provided by a person professionally certified by a national board of behavior analysts or performed under the supervision of such a person 24-A M.R.S. §2847-T.

MaineCare Section 28 — who delivers ABA. Section 28 governs Adaptive Behavior Services for Children. Community providers must be enrolled MaineCare providers, obtain program approval from the Office of Behavioral Health, and hold a current mental health services license. All direct care staff must be at least 18, have a high school diploma or equivalent, and not be annotated on the Certified Nursing Assistant and Direct Care Worker Registry. Direct care staff providing ABA must either hold Registered Behavior Technician certification through the BACB at the time of hire, or hold Behavioral Health Professional certification at hire or begin BHP training within 30 days and obtain the certification within six months. Supervisors of ABA staff must be a BCBA or a licensed psychologist with training or experience in behavior-analytic principles, and direct care staff working 20 or more hours of direct service a week receive at least four hours of supervision a month, prorated to a minimum of one hour for fewer hours MaineCare Benefits Manual, Ch. II, Section 28.

Background checks and the Direct Care Worker Registry — 22 M.R.S. §1812-G. Licensed, certified, or registered providers must secure and pay for a background check before hiring an individual who will work in direct contact with clients, patients, or residents, and a person or entity not otherwise licensed by the department that employs or places a direct care worker in a direct-access setting must secure a background check as well. The Maine Registry of Certified Nursing Assistants and Direct Care Workers lists direct care workers — including behavioral health professionals, behavior specialists, and direct support professionals — who are ineligible because of disqualifying offenses; an individual with a disqualifying offense, including a substantiated finding or disqualifying criminal conviction, may not work as a direct care worker, and an employer must verify that a direct access worker has no disqualifying offenses 22 M.R.S. §1812-G.

Section 21 background checks. Providers of home and community benefits for members with intellectual disabilities or autism must run background checks on all prospective employees, contractors, consultants, volunteers, and students who may provide direct support, repeat them every 24 months, and contact child and adult protective services for any substantiated record of abuse, neglect, or exploitation before hiring. A provider may not hire or retain anyone who may directly serve a member if the person has a criminal conviction involving abuse, neglect, or exploitation, a conviction for conduct creating a substantial risk of bodily injury, a conviction arising from a sexual act or contact, another Class A, B, or C conviction within the preceding two years, or habitual offender status MaineCare Benefits Manual, Ch. II, Section 21.10-10.

DSP qualifications and training — Section 21.10-1. A DSP must be at least 18, have graduated from high school or earned a GED, hold current CPR and First Aid certification, and have the required background check and adult and child protective record checks. Before providing services to a member alone, a DSP completes four College of Direct Support modules — Introduction to Developmental Disabilities, Professionalism, Individual Rights and Choice, and Maltreatment — and completes the DHHS Direct Support Professional curriculum or the Maine College of Direct Support within six months of hire. Within the first six months and every 36 months after, DSPs complete Department-approved training on the reportable events and adult protective services systems, the behavioral support regulations (14-197 C.M.R. ch. 5), and the rights of people with an intellectual disability or autism, and they are trained on the person-centered planning and settings rule on hire and annually MaineCare Benefits Manual, Ch. II, Section 21.10-1.

FAQ

Common questions.

Where in Maine do you staff?

Statewide — the major markets named above and the suburban and rural programs around them. Tell us the city and the setting on the discovery call and we build the pipeline there.

What credential does Maine require for ABA?

Maine's insurance mandate, 24-A M.R.S. §2847-T, covers applied behavior analysis only when it is provided by, or supervised by, a person certified by a national board of behavior analysts. Under MaineCare Section 28, supervisors of ABA staff must be a BCBA or a licensed psychologist with training or experience in behavior-analytic principles. We verify the BACB certification as active and document the supervision chain.

What do Maine RBTs and behavior technicians need?

Under MaineCare Section 28, ABA direct care staff must be at least 18, have a high school diploma or equivalent, not be annotated on the Direct Care Worker Registry, and either hold BACB RBT certification at hire or earn Behavioral Health Professional certification within six months, starting the training within 30 days. They receive at least four hours of supervision a month at 20 or more direct hours a week. We verify the certification and the registry status before a start.

What background checks do Maine DSPs and group home staff need?

Under 22 M.R.S. §1812-G, providers secure a background check before hiring anyone who will work in direct contact with clients, and a direct care worker with a disqualifying offense may not work in that role. MaineCare Section 21 adds child and adult protective services record checks before hire and repeats background checks every 24 months. We complete those checks before a candidate reaches your shortlist.

What training do Maine Section 21 DSPs need?

Under Section 21.10-1, a DSP holds current CPR and First Aid, completes four College of Direct Support modules before working alone with a member, finishes the DSP curriculum or the Maine College of Direct Support within six months of hire, and completes Department-approved training on reportable events, behavioral support regulations, and rights within six months and every 36 months after. We document each candidate's training status so you know what the start date carries.

What does temp-to-hire cost in Maine?

The agreed hourly bill rate during the evaluation, and no conversion fee when you bring the professional onto your own payroll. One client per region applies here as everywhere: if we build your pipeline in your territory, a competing provider there is not our client.
